Rubbish dumped outside propety

Someone has dumped a plastic bin with big chucks of concrete including one with large metal piece hanging out. It has been reported to council twice and has been here over a month now. Blocking the pavement and also dangerous as several schools in area and school children walk past every day. Someone can seriously injure themselves on metal pole
