Fly tipping & blocking access route

The businesses that back onto this access road are frequently fly tipping down the side of the Waitrose building - this risks vermin and also means delivery lorries struggle to gain access. In addition after building out from the back of one of the business properties the green council bin now sits permanently in the road - please see the image with the bin circled. Large articulated lorries deliver down this access road (3 times per day) and this is making it very difficult. They are storing a bin permanently on the road, when it should be on the business property.
