Drain full to the brim with silt

The drain listed in the photos located on the pathway adjacent to Laurel close and garden area has been inspected by YW it is full of silt and is causing drainage problems to the row of shops . The nap and info clearly indicate this is a highways issue Previously highways brought a tanker and had to remove the silt . It needs emptying out to elevate flooding , photo shows the drain full of silt . Please clear the problem
