Road totally blocked caused by unlawfully parked vehicles

Unlawfully parked vehicles are causing absolute chaos and congestion. I reported a white van with a black one parked directly behind just after 10am this morning I got no response fron parking services and the vehicles are there again on double yellow lines were it is clearly signed no waiting or loading. Why are parking enforcement officers not around or responding to complaints or reports of unlawfull parking.
