Litter and damage to bollard

This bollard used to have a lid - as in photo - it was filled with litter - photo 2 - then someone emptied it all over the foot way ?? Please clean up the litter and replace the lid ... I'm not sure they need to be removable, as this has happened before, cam you not just weld them all on??
