Tarmac preventing drainage

Where the end of the Cinder Path meets White Hill, tarmac has recently been laid to cover a muddy patch. Unfortunately, there is no drainage so this has created a permanent pool of water. The footpath is a route to and from Shoscombe Church School, so in frequent use from both school children and villagers. I've uploaded a photo from a dry day.
