Two overhanging bushes impacting access

There are two properties along this stretch of road (West End) that have overhanging bushes/plants. One is lavender at waist/shoulder height that is spanning a good 3/4 of the way over the pavement. The pavement is narrow so it is necessary to step into the road. The other is closer towards Leys Approach and at head height, but is spikey. I was walking with an older gentleman who walked into this. This is a busy street and quite a busy road and both are narrow. Since both bushes affect people walking on this stretch of pavement, they pose a safety risk as people either step into the road or could catch their faces. It would be nice to walk along there safely.
