Perforated hose being used to deter rough sleeping

Perforated hoses are on 24h/ 7days to deter rough sleeping. These are on the ceiling of the ground floor under the first floor of this building. The area is a carparking open to the street. The water is hitting electrics & causing a fire hazard. This has been going on for over a year & needs to stop. A fence is an acceptable solution. Reported by the LFB.
