Traffic light is constantly red only, stopping cars from going

The intersection light on York Street and the Gloucester Place is constantly red only, stopping cars from going.

Hopefully I selected the correct spot on the map. When on York Street, about to turn left onto Gloucester Place.

I live on York Street so have witnessed this whenever driving. The red light problem had been persistent for at least three months now.

It is stopping traffic, because all drivers are waiting for green light to turn onto Gloucester Place. The green light never comes!
