Litter bin mechanism damaged, and bin is full and overflowing - outside Grounded on Keynsham High Street

This is a big belly hopper and the hopper mechanism appears to be broken as the hopper won't close and is jammed. This means that rubbish tends to overflow out of the bin. Please could you take a look into fixing this
