Bikes locked to a lamppost for a year

There are two bikes locked to a lamp post for close to a year, with cobwebs and weeds growing. One has an empty tire and recently someone has tried to cut the lock. The cutting tool is still connected to the chain.

    I have reported this to Thames water who say they have put it on priority several weeks ago. I am afraid someone will fall down it and injure themselves. I am a pensioner with a broken hip and am at a loss as to what else I can do.
