Danger from parked cars

Hello. At present, every day, there are parked cars along North Road / Claverton Down Road. This is a relatively new phenomenon (last couple of years), and creates a (very) dangerous situation almost every time I use this road (daily). The road should be fully double-yellowed, in my opinion, with cars who park there to use Rainbow Wood instead parking at the Sulis Club or in Monkton Prep School under an arrangement. Both have plenty of parking. This morning, at 9.10am, I witnessed the very near miss of a child by a speeding red Mercedes car which was trying to dodge out to get past the long line of parked cars before I arrived (I had right of way). She would have been killed but for a fraction of a second. This is a main road, with cars routinely exceeding 30mph. It cannot be a continual contraflow indefinitely with no danger of a fatality. Please could you do something about this. I am a Chartered Civil Engineer, and would be happy to engage in conversations. Thank you.
