Tree removed. 1 - why? 2. When replaced, with what?

1. I saw the notice that it would be removed and it has now been reduced to a 4ft tall stump at some point over the past 2 weeks. Can you tell me why it was dangerous and had to be removed please? Not complaining here, just keen to learn why. 2. I was told previously a replacement couldn't be decided till the new tax year. As that's next week, can you tell me what it's being replaced with? I'm assuming it will be a tree with roots rather than a sapling?
