Overgrown tree is obstructing footpath

There are a number of trees planted on Steyning Grove which are due to be pruned. Since living at the property for the last 6 years, I don't recall the trees being pruned. What is happening now is that the branches are becoming too long that they are obstructing footpaths, blocking the light at a number of houses and we are starting to see more than usual flies and moths entering the homes due to close proximity of branches to windows.
