Rubbish not collected from verges prior to cutting

The grass cutting teams have cut sections of the footpath and cyclepaths along the bypass (not for the first time) without collecting any of the rubbish prior to cutting. Result is that rubbish, predominately plastic - including large object including what looks like a yoga mat and a Highways lamp, has been shredded and left. Given the obvious issue with waste plastic, why do management in Highways Department not organise this in advance of the cutting taken place? It exacerbates the amount of rubbish and is detrimental to the environment. Also huge amount of grass clippings left on the paths. Absolutely zero attempt to clear up before and after.

Four weeks on and no update from the County Council and the rubbish reported remains uncleared. Disappointing on both accounts.
