School crossing speed ramp

Hi, We are probably the only area that doesn't have speed ramp near/next to the school. All the skip tracks, cars driving with high speed and with combination with awful road with holes and no tarmac makes it very dangerous. Why some roads have tarmac and they are in good condition and some others like Dulverton road next to school doesnt have. DO THEY PAY HIGHER TAX? Because we have probably the highest tax in the country. My house is shaking when cars are passing by because of the horrible road condition. No signs for 20 miles speed limit near school, again probably we are the only one. Of course I will not mention the rubbish recycling problem.
