Drain/ditch over grown and the temporary fencing still there years later

There is a drain/ditch running alongside the beginning of Stoneberry Road. At the end of it is a drain end with a grid and a wall around it. The whole area has been allowed to become overgrown with trees plants and stinging nettles. It was all grass originally and now the mowing of the grass immediately next to the ditch is difficult. The area immediately at the end of the drain had temporary fencing put around it. That started falling over and more temporary fencing was added. See photos. Please arrange to clear the ditch/drain and repair the area around the end of the drain and remove the temporary fencing that has now been there for years. Thank you.
