Diseased tree losing bark and rotting

The oak tree in Chislehurst recreation ground on the boundary with my front garden has severe lost bark disease and crown dye back. Also the trunk is very soft in places where the bark has fallen off. A young healthy oak tree stands a metre away. Would you consider cutting down the diseased oak leaving the healthy tree to thrive?

There is a danger of falling branches and the spread of disease if left. We are continually collecting small branches from our driveway.
