Driver idling engine outside Swedish Embassy

Sent to Westminster City Council less than a minute later

The driver of a dark grey VW van with "ARLA" painted on the side and ladders on the top was idling the van just before 9:30am on Jan 4th. The driver was doing something on his mobile phone (e-mails or surfing the web). When I asked him politely to turn off the engine he said he was trying to keep warm. I noticed he was not wearing a coat. I told him that idling is forbidden in Westminster and that I would report him. He continued to idle the vehicle's engine.
