Sent to Westminster City Council less than a minute later

The driver was napping in the car parked just in front of the Swedish Embassy with the engine idling. I knocked on the window and asked her please to turn off the engine, informing her that it was illegal to idle in Westminster and also that all the people waiting in the long queue for the Embassy (at 11:30am) were breathing in her car's fumes. She switched off her engine but then immediately turned it back on again.
