Extremely noisy multiple dogs thru the day

For the last little while i have worked from home and noticed that thru the day and at night the noise from these dogs is incessant. They do sound distressed but more in a way that the owners have locked them out for a period of time. This is frequent and is very disruptive / noisy / stressful to hear and stressful with the noise..and not on at all. I have been told they are breeders. I have been told they are fairly new to the area which is why they seem much more noticable. I have also noticed other unusual goings on with the same location that i have highlighted to the police. This street is normally very quiet with nothing untoward ever going on that i have noticed. This last 8 months or so it has changed for the negative with just this one location.
