Sent to Westminster City Council less than a minute later

Just before 8am a van was parked up but idling next to the garden across from the house at #41 Montagu Square. I knocked on the driver's window but the driver did not open it. I said "turn it off" and gestured with my hand, but the driver ignored me and continued to idle and speak on the phone.
