Council Bins Blocking Pavement and Road - Clay St

1x 1100 Litre Household Waste bin, and 1x 1100 Litre Recycling bin - both Wesminster Council bins. These are permanently left on the pavement at South end of Clay Street. They block the whole pavement. Rubbish is left by them. My children and I were almost hit by a car driving on the opposite pavement, to avoid the bins and rubbish. Please re-locate these bins immediately. Thank you.
