Bike chained up on railings

There is a bicycle that has been chained to the front railings on the sidewalk in front of the school Abingdon House School for months. It doesn't move.

There are now bike racks it could attach to. It is directly in front of our entrance and is massively impeding our ability to social distance. Can there be a process to get this bike removed?
