Honda motorbike confirmed untaxed parked on pavement for a year

Sent to Bromley Council less than a minute later. FixMyStreet ref: 2240311.
The motorbike has been chained to a lamp post for around one year - search of tax status shows it is untaxed. Also is parked on pavement which is not allowed.

To ensure that the correct vehicle is investigated and allow us to undertake the appropriate checks please provide details of the vehicle's registration and make as we are unable to proceed without this information. Due to the unprecedented situation with covid-19, the DVLA has currently ceased enforcement action on untaxed vehicles. This applies also to Councils such as Bromley who use devolved DVLA powers. This suspension of enforcement action will continue until advised otherwise by the DVLA. No further action will be taken regarding this vehicle at this time.

Rather than this being an issue of an untaxed vehicle - surely a motorbike can’t be parked in the middle of a pavement - isn’t this contrary to parking laws? Should be towed away.

Hello - I know this has been referred to another team but the motorbike is still there. It’s covered in yellow tickets but the owner does not seem to want to take care of the issue and I would like to know when action can be taken to remove the motorbike as its obstructing the pavement and is an eyesore.

Photograph taken today 4th Jan showing three more unpaid parking tickets on the machine. This issue has been going on for nearly a year with no action. A previous answer by the council was that they did not believe the bike was abandoned. The peron that owned it did a runner in the summer of 2019 owing rent .
