Sent to Westminster City Council less than a minute later

This is where vagrants congregate and leave their bottles and tins and general rubbish strewn over this bedding area. Plus it stinks of urine. As i said before, this is an ongoing problem. Its a place where we residents walk through to get to main road. Its absolutely disgusting!
