Two Lewisham Council wheelie bins dumped, full of pungent mud, too heavy to move

Sent to Lewisham Borough Council less than a minute later. FixMyStreet ref: 2192850.
Overnight, some a very lovely person/s, who are so clearly a positive member/s of society, decided to dump two wheelie bins full of tightly packed pungent mud, wrapped neatly in black binliners inside of two Lewisham Council wheelie bin (1 x Black, 1 x Green).
One of the bins has the number 17 in stickers on it, but there is no Number 17 on Rubens Street where they have been dumped, no Number 17 on the adjoining Cameron Road, and Number 17 on the other adjoining road, Tugela Street is right down the other end and have their own very clearly marked black and green bins.
These have clearly been dumped by more than one person as they are deadweights and very hard to move.
It really is a sad state of affairs that people a) flytip and then b) go to so much care to pretend they haven't.
Please remove ASAP as the smell when you lift the lid is awful.

Nearly a month and these fly-tipped bins are still there.
People are now putting their own rubbish in them as they walk past and they are nearly full.
Local schoolchildren are using this path for their sports days at the cricket club and these bins are smelly and have something in them that obviously the builder who dumped them did not want to pay to dispose of properly.
PLEASE LEWISHAM COUNCIL REMOVE THEM THIS WEEK - THE PROBLEM IS GROWING.
