2nd bollard removed by resident for off road parking

The resident of 50 Windbury Road has taken it upon himself to remove the SECOND bollatd installed by the council after removing the 1st one so he can park his work van, his girlfriends van and their car outside of their house. Is this not criminal damage? Any chance the council could come and replace it before the grass ends up like a muddy swamp again?
