Food waste outside 27 Dorset St - seagulls eat and spread it

Someone leaves domestic food waste / rubbish by the lampost outside 27 Dorset St most days. The rubbish is left in the middle of the day (kerb collection is 0930-1130). Flimsy white bin-liners rather than black bin bags are used. Seagulls almost always fly down, open the bag, spread food all over the place and eat some. It then isn't clean until both the waste collection and street cleaners have been, so more seagulls come down. Please can you: 1. Put a no dumping sign / collection times reminder on the lampost), and 2. Remind the only residents there (29 Dorset Street flats / maybe Rodmarton St houses) to: - put rubbish out 30mins before collection - ony use strong black bags Many thanks for your help.
