Persist dog fouling on playing fields

I regularly run round odd down fields as my children attend sporting events at the weekend. There is always dog fouling somewhere on the field. This is not acceptable especially when children are playing sport here. There are signs asking dog owners not to walk their dogs across the sports field, this is often ignored. If I approach someone to let them know I'm often met with an unpleasant attitude. Can dogs be banned from going onto the playing fields? Or at least some enforcement? It feels like odd down playing field is a dog toilet for many people and it's unpleasant not acceptable.
