Pavement taken over by builders

The pavement outside the building site on the corner of Courtnell street with Artesian Road has been entirely taken over, behind a hoarding, by the builders working on 2 Courtnell Street. This has been in place for weeks. They have placed signs telling pedestrians to use the opposite pavement. Unfortunately your system does not allow my photos to upload. There is no sign of a licence to allow them to take over the pavement. It means a dangerous situation for pedestrians, particularly on a corner, and clearly should not be allowed. They have also put a portable loo on the road in Artesian Road although there must be adequate space inside the building site for one. I assume that needs authority too? They have also been doing noisy work of the type not allowed on Saturday mornings. All this with a Considerate Constructors poster stuck to their hoarding.
