Fly tipping and human waste

This is about the recycling bins on corner of Sussex Gardens and Edgware Road. Have been resident for 20 years but situation deteriorated substantially over last 5 years. Constant fly tipping of large objects (by strangers) and day to day waste (local shops); area stinks of urine and contaminated by human faeces as used as toilet by rough sleepers; have also seen vermin (mice) teeming over the bin bags; recycling totally comtaminated as street cleaners forced to dump rubbish into recycling bins. Have to pass by every day and is both depressing and disgusting (heaven knows what impression it leaves with tourists!). Needs radical approach and would suggest removing bins (and the safety fences) in their entirety. Some enforcement would also help.
