Illegal parking and threatening behaviour

Richard Wilkinson lives at No 36 A Rectory Avenue and his garage fronts my property at no 32 Queen St. He owns 4 cars and chooses to park two on his over expanded drive and the other two he parks in public permit bays that anyone in any of the surrounding streets are allowed to park in if they have a suitable permit. Despite this; Richard Wilkinson places a red plastic barrier into the space nearest his drive when he vacates it and if one trys to park there he immediately threatens myself and my neighbours at no 34 and 36 and 38 as he has a camera trained on this public space... Mr Wilkinson has been very aggressive and it is my belief he is breaking the law by commandeering a public parking space that is for the use of anyone in the locality with a valid permit. Furthermore; it is my belief that he has over extended the length of the yellow and white lines painted in from of his drive that further reduces the available space by another 3 feet..(you can clearly see where the old legitimate white line that marked the south most edge of the parking spaces was on road). This over extension of the white and yellow lines has reduced the available parking for all the inhabitants on my side of the road by half a parking space and furthermore and more astonishingly Mr Wilkinson has further reduced the available parking by another half a cars length by parking his son's car(white car in picture) far away from the south most edge of the markings thus reducing the 3 parking spaces to 2.5. Surely there must be some course of action to curb his aggressive and selfish actions, I am very afraid of his aggressive behaviour and do not feel that he should be allowed to confront everyone to vacate a parking sauce that is ultimately for the use of anyone. There is a crime reference number 43170221721 registered by our lodger who filmed the breaking of his windscreen after Mr Wilkinson left a note on his car asking/threatening him to not park in this public bay
