Mercedes van idling in front of 66 Chiltern Street (Chiltern Place) AGAIN

I have seen this vehicle and driver idling in front of 66 Chiltern Street (Chiltern Place luxury residential development) on many occasions, and have reported this previously. (The attached photo is from one of the first sightings in Nov 2019.) Fearing the driver's aggressive and threatening reactions, which I experienced earlier this month, I entered the building and spoke to the Reception staff about the engine idling problem. They said they could not do anything about it but gave me the name of the building manager, who apparently organises transport for some residents. It is Rhodium Building Management at 91 Wimpole Street. I will report this bad, anti-social, polluting behaviour to Rhodium, but would be grateful if Westminster would also take some action to get the message across to Rhodium that this engine idling by contractors or staff is totally unacceptable. So is threatening members of the public who have politely requested that a driver switch off the engine.
Provide an update
