Engine idling whilst parked

This van marked Morgan Sindall and with City of Westminster logo was parked (near junction with Henderson Drive) with engine idling for at least 5 minutes with the driver engaged viewing his mobile phone. This was observed between 1107-1112. If vehicles working on behalf of the Council are not observing idling policy then there’s not much point in having the policy.
