Excessive hedge height

This hedge on the east side of Brickfields park is now of an excessive height. The hedge top and west side has not been cut for two years. The van in the image is a Transit Hi-Top van with a height of 3.7 meters. The hedge is over 4.5 meters in height and falls over to block the pavement. The hedge contains brambles and scratch any person or animal that passes. Please help as I have been asking for this to be cut for two years.

Moral very low, still no sign of land, how long is it? That’s a very personal question. I am trying humour to see if it will work. Hedge still growing. Over four meters in height, brambles over the pavement. Wheelchairs and pushchairs have to walk in the road. It’s not good enough.

And still growing....... I have attached another picture showing the natural hedge height and the overgrown part is now twice the height of the natural hedge.
