Neglected Elswick Road in desperate need of help

We really need some help in making Elswick Road a decent environment to live in.
There are swarms of large green bottle and black flies and multiple foul-smelling bins with no lids that are just left overflowing, combined with regular fly tipping. There is a house that is left empty falling into disrepair and people still use the bins for that property but there are no lids on them. This is an ideal breeding ground for the various pests in the area.
When the refuse is collected, the bin lids are just dropped into the truck and no care is taken with them, so they sit open and overflowing creating the ideal place for the flies to multiply. The refuse collection also seems to drop a lot into the road which is then just left there.
There is also always a very unpleasant smell in the street, some days it's so bad that it's a bad idea to even open a window (especially with all the flies hanging around). Please could the lid-less bins be removed and replaced?
We have seen rats in our garden, and we have never seen so many flies in our lives.
The street is covered in litter, broken glass, empty drinks bottles and fly tipped items. Especially at the start of the road where it joins Loampit vale.
Having been promised a weekly street clean by the council, nothing has been done and its such a shame. We regularly see street cleaners working on the other streets very close by, but have never once anyone on Elswick Road.
We have even heard passers by comment on how bad it smells and how neglected the street looks.
This is a problem that has been going on for ages, with various residents trying to have this dealt with in some capacity, but not seeing any change. The council unfortunately have not been able to keep on top of this and it really impacts quality of life.
There is not even a working link on the council's site to request a street clean, it just says page not found.
The flies and rats desperately need to be eradicated and the street should be given the opportunity for the same level of care as neighbouring roads. It wouldn't take much to help things along, but it would make a huge difference.
