Are vegetation/weeds/branches usually disposed of back in the hedge by the Contractors?

Sent to Buckinghamshire Council 4 minutes later. FixMyStreet ref: 1681956.
Driving up and back down Treadway Hill today I observed the Contractors cutting back the overgrown vegetation et al and then launching the cuttings of said vegetation they had just cut up, Back into the wooded areas! Observed 13.15pm and 13.45pm 2/7/19
