Overhanging tree branches

My husband and I live at 16 Egerton Road and at the bottom of our garden in linear park there is a very large ash tree. A number of large branches overhang our garden where there is a patio and arbour which we use. The branches also overhang our neighbours garden at No. 18 Egerton Road. Given the high winds we have experienced lately we are concerned that these branches will fall and damage our arbour or us. We have reported this problem on at least 3 occasions over the last 3 years but nothing has been done. We are both over 70 and our neighbour over 80 and cannot tackle this problem ourselves.
