Abandoned car and obstruction-Car is parked on dbl yellows and on pavement blocking pavement access for large prams and mobility scooters

This black car frequently (couple of times a week) parks right outside our cafe (33a East Street) on the pavement (which is double yellow lines anyway) and makes it very hard for people with prams or wheelchairs (and completely impossible for mobility scooters/large prams) to still use the pavement and forces them on he road-this person has been given parking tickets in the past but just keeps parking there anyway! Last time (New Years eve) it parked so much on the pavement that there was only a tiny space left to pass so most had to walk in the road around the car and wasn’t removed for 2 days...The pavement is not particularly wide anyhow on this stretch of road and we have scaffolding up as roof is being fixed This has been an issue for months perhaps 6 months I’d say...
