Overexposed oak tree

I am writing to you with regards to an over exposed oak tree that sits on council property backing onto Brownspring Drive and Edgebury properties but overhangs in to my property.
Over the years the council has harshly pruned just one side of the oak tree. It is now over exposed with it's load bearing weight hanging over my property as well as others.
I believe this is a health and safety risk particularly during these winter months as a storm could cause the oak tree to fall in to private property.
I kindly request that the oak tree is pruned back away from the properties and no longer at risk of falling over.

Over exposed oak tree that is situated at the rear of our garden is excessively pruned on one side only thereby making it heavier on our side.
