Speeding on street - speed bumps needed

Hello, I wonder if you can help me. Shortwood Road is in a 20mph zone. As the street above has speed bumps, it is used as a cut through from Hartcliffe to Whitchurch. It is a very narrow residential street & it has a big problem with cars and scooters speeding through, often doing at least 50mph. In one incident last year a scooter ended up having to drive on the pavement as the rider was going much too fast and couldn't stop in time for a car blocking the path. The fast cars and scooters also create a lot of noise at night. Please can the council consider putting in a deterrent such as speed bumps to slow drivers down. Thanks.
