Van regularly parked blocking exit from drive

This van parks pretty much every day in the same location. Parked in a way that residents of 1, 2 & 3 Hilltop Cottages, HP10 9PX, can not exit or enter their drive safe. Views of oncoming traffic are obstructed and very often cars park on other side of the road making it almost impossible to enter or leave.
