Unsafe scaffolding

Hi, I live in 209A Sussex Gardens, W2 2RJ. The neighbour in 211 has erected a scaffold about 5 weeks ago and the main part supporrted by their terrace on the ground floor. About 3-4 weeks ago they extended the scaffold into 209A at the level of 3-4th floor and immediately above our patio. There is no safety in place for falling pipes, bolts, tools, planks, etc and the drop is about 14-15 meters. Already there are smaller bits and pieces falling, but no harm done. If any heavier piece is falling it can cause death or serious damage if hitting someone. Our table and chairs are right below and we dare not sit there any longer. I've asked the scaffolders if they had followed safety regulations but they laughed me off. I got the same response from the person in 211, flat 5, who's in charge. Common sense tells me that without any safety to catch falling debris it's very dangerous. I need your help asap please. Rgds, Jens Victor
