Noisy manhole cover - problem still not fixed

This manhole cover has been an issue for a very long time. Last we heard it was meant to be repaired in February but my the contractors who resurfaced the road. Thames water - the alleged owner of the manhole cover - claim it is not their issue because it’s the fault of the resurfacing.
