Dead Ivy growing up the building, causing damage to mortar on bricks and causing water ingress

This is a report for 106-120 Greenwich High Road, 8 apartments with a mix of leasehold and council tenants with Greenwich Borough being the freeholder. Freeholder, Greenwich Borough has not maintained the grounds and when we complain they kill Ivy and leave on the building. It has grown on rendering and windows causing damage. Ivy has grown in bricks causing damage to mortar and associated water ingress. The issue has been ongoing for years and we have raised with the council many times
