Missing wheelchair ramps at dug-up & obstructed pavement

The pavement is dug up, pedestrians are directed into a fenced-off part of the roadway. There is a kerb. There are none of the usual yellow plastic wheelchair ramps to make this diversion accessible to wheelchair users. I was forced onto an exhausting and unnecessary detour. Please tell the contractors to install ramps here. The Permit no. for these works is CT02103059041-01, as seen in the attached photos. The contractors should be reprimanded and penalised for this omission.
