Rubbish bin moved from in front of the coffee shop to in front of our door

Hi there I live in flat1 2a chiltern street W1u7pr There is a street bin that has been moved in front of our door. It’s original position was in front of the coffee shop/news agent. This street bin gets always over filled up with commercial waste and coffee cups and it smells badly. At the end of the commercial hours it also gets overwhelmed of commercial rubbish begs. This issue has escalated and attracted mice, which we are now facing the pest issue in our premises. Question. Is there a specific place where street bins are allocated for commercial waste? Is it legal to move the street bin from its location for esthetic purposes? Just because doesn’t look nice in front of the coffee shop? Is the coffee shop suppose to have its own commercial waste bin? Our front door esthetics has been affected by this overwhelmed street bin. It’s smelly and is not well kept. I would really appreciate if you can investigate further this urgent matter. Again it is now causing pest issues in our premises. I look forward to hearing from you soon. Regards
