Bicycle racks being taken out

For some weeks, the nine bicycle racks in front of Westminster Magistrates Court have had notices on them to say they are being taken out of service and all bicycles must be removed by 5 September 2020. However, as at 20 October 2020, no building work has started. There are no other racks for court users, for example, while the court is refusing to let bicycles be chained to the court's railings. Can the council confirm whether the racks may be used or not, as well the plans to replace them?
