Driver idling engine on forecourt of 66 Chiltern Place--same driver as on 17 Dec 2019

I have seen this van and driver before. He was idling the Mercedes van in front of 66 Chiltern Place around 12:15pm today, so I asked him please to turn the engine off. He recognised me, and got out his phone as if to take a photo of me. He even got out of the van and started following me around Chiltern Court with his phone, trying to take my picture in a most threatening, aggressive manner. I walked away telling him I was going to report him. He is the same driver (male, medium height, black hair) that I saw the evening of 17 Dec 2019 just before 8pm. On that day he also harassed me by trying to take my photo. He never switches off the engine or appears to learn. The reception staff of Chiltern Place don't actively encourage chauffeurs to switch off when they are waiting for people in the building.
